A gdsi URI is a domain-free identifier (no host, no "//") that names a stable identity, 
unique within its namespace. Its structure and semantics are defined by the specification 
(in preparation). Any gdsi URI shown in referenced material is a non-normative example only.

No permanent specification is cited at the provisional stage. Per RFC 7595 a citable 
specification is required only for permanent registration; the credible reasons for 
deferring it are (1) reference stability - the name is reserved under FCFS so that 
gdsi URIs already shown as non-normative examples have a stable, unambiguous namespace 
while the defining specification is finalized; and (2) definitional stability - 
permanent registration fixes the scheme's semantics, and the definition's scope is 
still being closed, so a permanent definition would lock in semantics prematurely. 
The registration will be updated to Permanent, with a citable specification, upon publication.
